General YouTubers charged

I saw in the news today that two youtubers have been charged for promoting unlawful gambling.
From what I can gather, they were streaming videos online and taking bets on it.
How very odd.

At times I wonder what qualifies gambling as unlawful because there seems to be a very thin line here.
