Horse & Dog Not betting against the house?

I read somewhere that unlike Poker or Blackjack where you're betting against the house, in horse racing, people actually bet against other horse bettors. I'd like to understand the concept of winnings coming out of a pool?

You place your bet at the counter just as usual. Then, you do basically the same thing with someone in the stands. (If you're actually at a track). You can do the win, place or show or any combination thereof. It can bring the race up to a whole new level..
